Reading this dashboard
Arrivals in a given year and appeals received in the same year are not directly comparable. There is a processing lag between when a person arrives, when the International Protection Office (IPO) issues an initial decision, and when an appeal is then lodged with IPAT. The two trajectories below are shown on the same chart to illustrate parallel growth, not to imply a year-on-year ratio.
- Appeals received in 2025 are largely from people who arrived in 2023 and 2024, not 2025.
- One person can lodge multiple appeals (Dublin III, Inadmissible, Subsequent, Reception Conditions, plus the main IP appeal), so appeals received is not a count of unique applicants.
